A flat roof needs the panels tilting to a useful angle, and the mounting system has to hold them there without putting fixings through the waterproofing. Ballasted frames do that by weight rather than by penetration.

The frames are set out to keep the rows from shading each other and to leave enough space to walk between them, because someone will need to get to them again.
