On a flat roof the panels need tilting to a useful angle, and the mounting has to hold them there without putting fixings through the waterproofing. Ballasted frames do that with weight instead of screws.
The frames are set out so the rows don't shade each other, with enough space to walk between them, because someone will need to get to the panels again one day.
